2011: UNDP, CECODES and The Front Review (VFF) carry out the project "Governance and Public Administration Performance Index (PAPI)" in 63 provinces of the country. The project assess local government’s quality based on citizen’s experience and perception. PAPI 2011 surveys over 12000 citizens representative of the country’s population. It’s a roll-out of PAPI 2010.
