2011: UNDP, CECODES and The Front Review (VFF) carry out the project “Governance and Public Administration Performance Index (PAPI)” in 63 provinces of the country. The project assess local government’s quality based on citizen’s experience and perception. PAPI 2011 surveys over 12000 citizens representative of the country’s population. It’s a roll-out of PAPI 2010.
2010: UNDP, CECODES and Department for Law and Democracy (VFF) collaborated to carry out a research to assess and rank the performance of local governance public administration of 30 provinces in Vietnam based on citizen’s experience and perception. The project “Governance and Public Administration Performance Index (PAPI)” is one of the most comprehensive studies ever done in Vietnam in this area.
In 2009, the consortium CECODES and VFF successfully conducted the pilot “Towards a Public Administration Performance Index (PAPI) at the Provincial Level”, funded by UNDP. This is the first step to establish an instrument to nation-wide gauge and rank the quality of local governance based on citizen’s perception. It is planned to roll out the project in 30 provinces in 2010.
In 2009, CECODES and VFF successfully co-organised an national seminar and a series of regional seminars on “National Public Administration Reform: Current Situation and Recommendations”, funded by UNDP. The seminars analysed and discussed the state of the art of the PAR program in Vietnam and worked out recommendations to overcome challenges. The seminar attracted policy makers, academia and media both at national and regional level and became major events of the national Public Administration Reform.
